STEVENSVILLE, Md. – Salt Lake Urban Area Security Initiative (SLUASI) has taken delivery of two 16’ Communications Support Trucks (CST™) designed, integrated and provided turnkey by Incident Communication Solutions, LLC (ICS).  The CST’s provide SLC UASI with a Network-Centric Tactical Command & Control System built and integrated on a custom-designed chassis. Dubbed the “MITS” – Mobile Interoperable Tactical Solution by the UASI, these vehicles will be operated through the UASI emergency management division and staffed by Communication Leads (COML) from both Salt Lake City Fire Department and the Salt Lake Unified Fire Authority.

The turn-key advanced communications package integrated by ICS consists of a Unified-IP network complete with IP Telephony, Radio Interoperability, IP-based surveillance cameras and Video Teleconferencing (VTC) connectivity, giving the UASI access to critical communications in regardless of situation.  Utilizing ICS Tactical-IPTM Broadband VSAT Satellite Services, the MITS vehicles will be able to access mission data, IP-Based Voice, transmit real-time video or (VTC) connectivity no matter location or environment.  VSAT Bandwidth utilized by the MITS vehicles is  configured for 3Mb/s downlink by 1Mb/s uplink with the capability for Bandwidth-on-Demand up to 2Mb/s on the uplink with a phone call.

The MITS system also features an extensive radio solution including three on-board Motorola Quantar Repeaters covering VHF, UHF and 800Mhz frequencies with on-board duplexers and 42’ mast-mounted antennas – offering the ability to rapidly deploy radio coverage for any incident site.

Additional radio system equipment on-board includes SkyTerra MSAT-G2 Voice/PTT Satellite System and several VHF, UHF and 800Mhz mobile radios for voice communications or interoperability connectivity.  Each MITS is outfitted with a Raytheon JPS ACU-2000 radio interoperability solution, allowing disparate radio systems to talk to whether on scene or across the LMR systems, SkyTerra MSAT or Broadband VSAT VoIP Links.
    
The vehicle’s architecture also features an extensive video solution including a mast-mounted Pelco PTZ camera providing situational awareness and surveillance when on-scene.  The backbone of the IP-video system is coupled to a mesh-based tactical video solution. The AgileMesh system provides rapidly deployable wireless camera capability  that have a particular focus on delivering video surveillance to enhance command and control in tactical situations.

The SLC Emergency Management Division, in a joint effort with Salt Lake County, received a grant from the State of Utah, Department of Public Safety, 2009 Homeland Security Grant.  This grant was under the Urban Area Security Initiative (UASI) grant program and was awarded to continue the UASI efforts in purchasing equipment and materials needed to plan and prepare in the event of a natural disaster or terrorist attack.
